Lanc\u00e9e pour la premi\u00e8re fois en 2011, la Journ\u00e9e internationale des enfants des rues vise, entre autres, \u00e0 sensibiliser \u00e0 la question de travail des enfants dans le monde.<\/p>\n<p>Bien que presque tous les pays aient sign\u00e9 et ratifi\u00e9 la Convention des Nations Unies relative aux droits de l'enfant, et aient donc l'obligation l\u00e9gale d'int\u00e9grer tous ces droits dans la l\u00e9gislation nationale, les droits des enfants sont toujours viol\u00e9s dans de nombreux pays et les enfants des rues sont les plus directement touch\u00e9s. .<\/p>\n<p>Afin d'attirer l'attention des gouvernements sur ce probl\u00e8me sp\u00e9cifique, le Consortium for Street Children (CSC) a publi\u00e9 les directives Four Steps to Equality fin 2017. Ces directives r\u00e9sument l'Observation g\u00e9n\u00e9rale n\u00b021 des Nations Unies sur les enfants en situation de rue en quatre \u00e9tapes qui devraient \u00eatre prises par les gouvernements pour r\u00e9soudre ce probl\u00e8me :<\/p>\n<ul>\n<li><u>\u00c9tape 1 \u2013 S'engager pour l'\u00e9galit\u00e9<\/u>: Reconna\u00eetre que les enfants des rues ont les m\u00eames droits que tout le monde et inscrire cela dans la loi.<\/li>\n<li><u>\u00c9tape 2 \u2013 Prot\u00e9gez chaque enfant<\/u>: Prot\u00e9ger les enfants des rues contre la violence et les abus, et veiller \u00e0 ce que les enfants aient acc\u00e8s \u00e0 la justice lorsqu'ils subissent des s\u00e9vices.<\/li>\n<li><u>\u00c9tape 3 \u2013 Donner acc\u00e8s aux services<\/u>: Permettre l'acc\u00e8s aux m\u00eames services essentiels que tous les autres enfants, tels que les h\u00f4pitaux et les \u00e9coles, afin qu'ils puissent atteindre leur plein potentiel.<\/li>\n<li><u>\u00c9tape 4 \u2013 Cr\u00e9er de nouvelles solutions<\/u>: Offrir des services sp\u00e9cialis\u00e9s et des opportunit\u00e9s qui correspondent aux besoins, aux talents et aux d\u00e9fis uniques de la vie des enfants des rues.<\/li>\n<\/ul>\n<p>En Afghanistan, le travail des enfants est relativement courant ; \u00e0 Kaboul seulement, on estime qu'au moins 60 000 enfants travaillent dans la rue, selon l'UNICEF. \u00c0 l'AfD, nous voulons en fin de compte que le ph\u00e9nom\u00e8ne des enfants qui doivent grandir dans la rue cesse. Jusqu'\u00e0 ce que cet objectif soit atteint, nous voulons nous assurer que les droits des enfants des rues soient exerc\u00e9s comme tous les autres enfants, et garantir qu'ils aient le m\u00eame acc\u00e8s aux services, aux ressources, aux soins et aux opportunit\u00e9s que les autres enfants.<\/p>\n<p>C'est la raison d'\u00eatre de notre \"<a href=\"https:\/\/actfordev.org\/french\/street-children-back-to-school\/\">\u00c9cole pour les enfants qui travaillent dans la rue<\/a>\u00bb, cr\u00e9\u00e9 en 2016, qui vise \u00e0 donner aux enfants marginalis\u00e9s de Kaboul la possibilit\u00e9 d'acc\u00e9der \u00e0 une \u00e9ducation semi-formelle, d'acqu\u00e9rir des comp\u00e9tences de base en calcul et en lecture, de recevoir un repas quotidien, de participer \u00e0 un entra\u00eenement sportif et d'augmenter la participation des filles. Notre programme g\u00e8re actuellement 3 \u00e9coles \u00e0 Kaboul avec plus de 200 enfants inscrits, employant 5 enseignantes et un coordinateur de programme.<\/p>\n<p>Cette ann\u00e9e, cette initiative rev\u00eat une importance particuli\u00e8re compte tenu de la crise sanitaire mondiale actuelle, due \u00e0 la pand\u00e9mie de Covid-19. Alors que nous nous pr\u00e9parons \u00e0 des mois d'incertitude, les enfants des rues sont particuli\u00e8rement touch\u00e9s par cette pand\u00e9mie, y compris en Afghanistan. Cela est particuli\u00e8rement vrai dans le contexte des ordonnances d'auto-isolement. Beaucoup de ces enfants n'avaient d\u00e9j\u00e0 pas acc\u00e8s \u00e0 l'eau potable, \u00e0 la nourriture, aux soins de sant\u00e9 et \u00e0 un abri s\u00fbr ; mais, \u00e0 partir de maintenant, ils doivent \u00e9galement savoir comment assurer leur s\u00e9curit\u00e9 lorsque les instructions d'isolement et d'autres mesures de sant\u00e9 publique leur sont impossibles \u00e0 suivre.<\/p>\n<p>Plus que jamais, il est important d'apporter un soutien aux enfants contraints de vivre et\/ou de travailler dans la rue. Launched for the first time in 2011, the International Day for Street Children aims at, inter alia, raising awareness about the issue of child labour around the world. Although nearly all countries have signed and ratified the United Nations Convention on the Rights of the Child, and have therefore a legal obligation to integrate all these rights into national law, children\u2019s rights are still violated in many countries and street children are the most directly affected. To draw governments\u2019 attention to this specific issue, the Consortium for Street Children (CSC) has released the Four Steps to Equality guidelines in late 2017. These guidelines summarise the United Nations General Comment No21 on Children in Street Situations in four steps that should be taken by the governments in order to address this issue: Step 1 \u2013 Commit to equality: Recognise street children have the same rights as everyone else and reflect that in the law. Step 2 \u2013 Protect every child: Protect street children from violence and abuse, and ensure children have access to justice when they are harmed. Step 3 \u2013 Provide access to services: Enable access to the same essential services as every other child, such as hospitals and schools, so they can reach their full potential. Step 4 \u2013 Create new solutions: Deliver specialised services and opportunities that tune into the unique needs, talents and challenges of life for street children. In Afghanistan, child labour is relatively common; in Kabul only, at least 60,000 children are estimated to be working on the street, according to UNICEF. At AfD we ultimately want the phenomenon of children having to grow up on the streets to end. Until this goal is reached, we want to ensure that street children have their rights realised as all other children might, and to ensure they have the same access to services, resources, care and opportunities that other children have. This is the rationale behind our \u201cSchool for Street Working Children\u201d project, established in 2016, which aims at giving marginalized children in Kabul the opportunity to access semi-formal education, learn basic numeracy and literacy skills, receive a daily meal, take part in sports training and increase girls participation. Our program currently runs 3 schools in Kabul with more than 200 children enrolled, employing 5 female teachers and one program coordinator. This year, this initiative is of particular importance given the current global health crisis, due to the Covid-19 pandemic. As we prepare for months of uncertainty, street children are being hit particularly hard by this pandemic, including in Afghanistan. This is especially so in the context of self-isolation orders. Many of these children already had no access to clean water, food, healthcare and safe shelter; but, from now on, they also need to know how to keep safe when instructions to isolate and other public health measures are impossible for them to follow. Now more than ever, it is important to provide support to children forced to live and\/or work on the streets.
